Right to death investigation report

What is the name of your state? MN
A deceased man's spouse requested a copy of the death investigation report and was refused. A preliminary police report made before the death investigator arrived was given to her but she was told they couldn't allow her to have the death investigation.
Does she not have any legal right to it? Why would it be withheld from her?

Thanks, I hadn't thought of that possibility. She asked for it again today and they told her she didn't have a right to get a copy but at least they did answer some questions.
