Rights for someone under 18 yrs. old

What is the name of your state? Colorado

I am a counseling intern and am trying to best help one of my clients. She is 17 yrs. old, is staying at a home for pregnant teenage girls, and is wanting to move out with her baby to live at her boyfriend's parents' house. The problem is, her mom does not want her to do this. My client is fearful that her mom will get social services involved and her baby will be taken away if she moves to her boyfriend's parents house against her mom's will. She is uncertain about her rights and doesn't want to get in trouble. Can her mom take away her baby? Can her mom report her as a runaway if she moves? Is emancipation a good option for my client? How would she go about doing this?

Emancipation is not an option unless she can get a full time job and support herself.
