Roofer offering to commit Tax fraud

I just had the roof of a rental property I own in Florida replaced for $9700. The roofer who completed the work did a very poor job and I am having major problems trying to get them to get the issues fixed (missing boots, damaged shingles ect...)

In many email exchanges, including one where I asked for my receipt, the roofer offered to give me a fake receipt showing I paid much more for the roof in order to give me a bigger tax deduction. I of course said no as I knew that was illegal.

My question is this: Did the roofer violate any laws or do anything illegal by asking me in an email if I would like a fake receipt? The exact quote from the roofers email is:

"Since your needing this for your taxes would you like for me to make it for more than the original $9700 to give you a bit more of a write
off?"

Did he violate any laws by simply asking me in an email this question?
