What is the name of your state? Minnesota. If I were to produce and sell private and commercial video montages using popular songs as background would I be subject to litigation by the music industry ?
If my customer supplied the music track (or purchased it on line) would that make a difference?

Without a license, yes. To make everything legal, you'll need licenses both for the sound recording and the underlying musical work. Contact ASCAP or BMI for a license for the sound recording, Harry Fox Agency for the musical work license.

No, not unless the customer has purchased a license for this use of the music they pruchased.
