What is the name of your state? New York.

I was driving north on a two lane road (main Rd), In my rear view mirror all of a sudden I see a volunteer fireman in his private car driving at a high rate of speed, he got so close that I was unable to see his licence plates or his (illegal) flashing grill lights. When I had room to the right of the road I started to bear to the right, well he couldnt wait, with oncoming traffic he tried to pass me, now forcing me off the road, I hit either a pot hole or a small boulder, blew both right side tires and completely bent the rims. I call the police and a tow truck, I did get a rental car and my van is in the shop. This happen in a small village where I live, the fire Co. is governed by the village. I have the police report, tickets will be issued, my question is, Is the village responsible for repairs to my van? This person was on his way to a "stand by" at the fire house. I have been told by the village chief that they will pay, Like I said this is a small village, and I have some concerns as to their actually paying?
