Running contest nationally

I'm residing in Maui, Hawaii, a no-gambling state. I would like to run a "for profit contest" nationally. If the contestants will enter with entrance fee, can I run it from Hawaii? Can I run an AD to other states to solicit for contestants? Please advice...

The Promotion Marketing Association in NYC has the answers. But most states heavily regulate sponsored contests addressed to their residents and the Postal Inspectors are tough too if they suspect fraud.
