Runoff from neighbor's yard

I live in a townhouse community in Maryland. When it rains the runoff from my neighbor's yard settles against my foundation and saturates the basement wall. The cinderblocks are so wet, that the paint is peeling off. Even though no water gets into the basement, this cannot be good for the foundation. The reason for the runoff is because the brick patio in their yard is slanted towards my foundation instead of being directed away from the house. I am curious what legal recourse I would have in remedying this situation, as they are aware of the situation and will do nothing about it.
