What is the name of your state? Georgia

I have an online store in which I sell specialty products for the equine and farming industry (insecticides, herbicides, vehicle washes, deodorizes) and I don't charge sales tax.

1. Should I be charging sales tax?
2. If I should, do I charge based on my location's tax rate or the customer's location?
3. If based on the customer's location, is there one broad state sales tax for online purchases or does it depend on the customer's county or city?
4. Lastly, if the tax rate is based on the customer's county or city where can I find a list of the rates?

Thanks in advance for your much needed responses.

Check with your Secretary of State's office, or your state's franchise tax board. You are probably responsible for collecting and reporting sales tax for sales made to customers within your own state (if your state has a sales tax). You are not responsible (under current law) for collecting tax or reporting tax to other states. There is no blanket "internet" tax rate -- again, currently! -- so you probably only need to worry about your own state's laws.
