Hello,

I just purchased an engagement ring for my girlfriend from a reputable local jeweler here in St. Paul, Minnesota. I hope to make the proposal in the next few weeks. I actually purchased the platinum ring itself, and for the center stone I am using a beautiful diamond that I inherited as a family heirloom.

So, I paid roughly $3000 for the setting itself, and then I am paying another couple hundred dollars for an appraisal (of my loose diamond and the ring itself, once its set). The jewelry store taxed me on BOTH the setting AND on the appraisal (at 7.125%). I know that I have to pay sales tax on the ring itself, but I thought that appraisals (of fine gemstones and jewelry) were not subject to sales tax.

Does anyone know whether jewelry appraisals are subject to sales tax? If so, do you know the authority I can quote for that proposition?
