I live in San Jose,CA(Santa Clara County) & I heard on the radio the other day that because the jails are 200% capacity & overcrowded that anyone who got sentenced for under a year(say for like shoplifting) that they would only do 2 days in jail.Is this just a rumor or is it true?

I can't find anything definitive on it on Google or at the San Jose Mercury News website.

Even if it is true, it may not apply to everyone and the news would likely have the overly simplified version of what is truly occuring.

OP: so, are you planning on taking advantage of this 'blue light special' at county jail ? Will you now run out and burgle and terrorize the neighborhood ????

PS: In L.A., inmates serve about ten % time for non-violent crimes, due to over-crowding.
Violent crimes, they're holding them longer.
(Bear in mind, non-violent crimes do 50%; so, 60 days would be 30 days, but with the over-crowding, it would be about 6 days time.)

So, go on, go run amok.
