What is the name of your state? Missouri

My husband installed several satellites for a company in St. Charles Missouri. The owners name was Mary and she bounced a check to him for about 782.00 dollars, he had the city of St. Charles make her pay him according to the bounced check laws of that city. However he still is owed approximately 3000.00 dollars. He has all the paper work to prove he completed the jobs and has tried several times to send her a certified letter to begin the process of taking her to small claims court or civil court. When the mail person tries to give her the certified letter she refuses and they send us back the receipt saying she has refused. What steps can we take to get the ball rolling and get us our money?
