What is the name of your state (only U.S. law)? AZ
Must I schedule employees for no less that 4 hours and pay them if they go home early?

No, there is no such law in Arizona.

Actually, NO state requires that you schedule people for a four hour minimum, though there are some that require you to pay up to four hours IF you send someone home after working less than their SCHEDULED shift. However, Arizona is not one of the very few states with a reporting pay law.
