What is the name of your state? Texas

It may be neccesary to file a claim against a school district for non-payment for services. I could use some help.

1) Is a school district in Texas protected under 11th amendment immunity or any other immunity?
2) If not, would I follow the same procedures to file a claim in small claims court as I would with an individual?
3) If so, where can I find procedures for acquiring a waiver?
4) Do I file against the District or the School Board or does it matter?
5) Do I need to post this in the small claims forum?
