I agree that seeking out the opinion of an attorney in Arizona (one who specializes in education issues) could be a good next move.

I am afraid that it is not bullying alone that is a problem but your daughter's reaction to the bullying, which is a more urgent problem. I see her needing a good support system (close friends, family, community) and continued counseling to help her counter the bullying/bullies in a healthy way.
