Six months ago a friend wanted to take real estate courses at Kaplan and asked if I would pay for it and she would pay me back. I agreed and paid for the courses (about $1000) with my credit card. She took a course or 2 and quit. And she refuses to pay me back. I want to take her to small claims court, but Kaplan will not issue me a receipt, they say it is a privacy issue and will give me no information. The receipt was sent to her. She evades me and I can't get hold of her. Is this legal, what Kaplan is doing- refusing to issue me a duplicate copy of my receipt?

Thank you.

Kaplan isn't doing anything illegal, it is a privacy issue.

Google:

Family Educational Rights and Privacy Act (FERPA)

Why do you need the receipt? Are you preparing for a small claims case?

I see you are preparing for one.

You should be able to use your credit card statement as proof.
