my elderly brother now disclosed that he has financial problems and would like to apply for scrie benefits since he meets their rent freeze legal financial requirements.

3 questions please:

#1) if an elderly person needs to apply for scrie to freeze rent on rent stabilized apartment should they first call dhcr and request a complete rental history from the time they first moved in to current date? (my brother does not recall where he has all his rental leases since he is in his rent stab apt., for over 30 plus years and only has in his file cabinet the last 2 leases and rent paid labeled by month, date and year).

#2) also is it true that regardless of how much rent the elderly person pays currently for their rent stabalized apartment, the rent freeze would automatically be rolled back to the rent they paid at the senior age of 62 years?

lastly kindly please advise how long the process would take (approximation) before the rent is rolled back and permanently frozen, and does he have to produce financial yearly disclosures to anyone?.

Unfortunately, I doubt anyone here will be able to answer those questions. (I certainly don't know, and I'm probably the most familiar person with the program that posts here). Your best bet is to call the Dept. for the Aging directly to find out (call 311 and tell the operator you have SCRIE questions and they'll connect you).
