I'm having difficulty understanding the interpretation of Section 504 of the ADA laws. Does section 504 only pertain to education issues (which is where I see it being addressed all of the time) or does it pertain to any agency/department that receives Federal funding to administer it's programs (ie. Department of Human Resources - exclusive of hiring issues)
