What is the name of your state? OH

Hello everyone. I've been renting out an apartment for a year (by lease) and moved out in February. They were suppose to pay me back pretty big deposit. We never got it back even though apartment was in excellent condition. My wife called them - they said they would contant their billing department(another office) to remind them about the check. It has been long time ago. I talked to some people and been told to write them an official letter stating that they have 2 weeks and if check is not received we will take it to small court cases. Of course by mail with confirmation. Is this a right thing to do?
If so, what exactly should I state in the letter? Should I notarize it?
If not, what should I do?
What what further actions do I take if they do not cooperate?
Thank you.
