Security Deposit Scam

I have a friend who lives in a federally subsidized apartment complex. She moved into a larger unit, and her security deposit of $695.00 was not returned, even though she cleaned the unit, and everything was in working order and there were no damages. She received a half-assed itemization of what was repaired and replaced, and she received this about 6 weeks after moving. In addition she was billed $795.00 for a water heater and some fixtures that were all in good working order, she was also billed for the labor. The labor was done by the maintenance personnel for that complex. She does not believe that anything was even replaced. Is this legal? I might add that no one who has ever moved out of that apt. complex has ever received their deposit back. :mad: :mad:

**A: when she moved, what written correspondence did she receive from the date she moved out until now? I need the dates of the letters and the contents. Hawaii law requires L to refund the deposit or respond in writing within 14 days.

She received an estimate form that was very vague in what the management states needed to be done. she received this about 3 weeks after the move, which was about the 30th of May. She received the estimate around June 22. Then about 3 weeks after that, around July 16th, she received the work order and the bill.

She lived in the unit for 7 years. They charged her for repainting the unit, even though she and her husband painted it the year before they moved. They charged for new carpeting, cleaning the unit, she cleaned the unit.

When you bill a tenant there is no law requiring you to sprint to Home Depot to buy all the parts right now! immediately! now! now!
