What is the name of your state (only U.S. law)? Illinois/Indiana

Mom has moved with child to another state. What are the steps to get full custody?

What was the previous custody order? How long ago did they move? How far, in miles, did they move and will it significantly affect the previous visitation schedule?

We need to know if you have a current custody order? Was paternity established? If she just upped and moved, see an attorney. Yes you can possibly get custody if mom cannot prove the move was in the childs best interest.
