Seller conned me $975

The seller is located in new jersey, I'm in georgia.In the summer of 2003, i paid for an order from the seller which I never got. $975 was sent via paypal for 13 jerseys, and nothing ever arrived. I filed a claim with paypal, but it was too late, the seller closed their account and withdrew the money. back then, paypal was a lot worse still.

but anyways, i want to get my money back from this guy. the evidence id have on him is my paypal invoice, no proof of delivery(and paypal claim), and a lot of emails between the seller and me. Do I have any legitimacy here? Meaning, do I have a case which is still persuable? And what would be the best way?

um, the buyer protection is newer than 2003. You can always sue the seller but it would have to been done where he is, which means it's gonna cost you a lot to just pursue it. When you paid with paypal was it on a credit card or out of your account? It's too late now, but you could have stopped payment back then.

If you used a cc thru Paypal then call your cc company and file a charge back. If it is successful they will deduct the amount from his Paypal account whether or not he has enough in his account. If he doesn't he will owe Paypal back then.

If you just used your balance in your Paypal account then your pretty much out of luck. You will have to file a civil suit in their state and attend when necessary. Expenses cannot be recovered in such a case. Even if you won judgement there is no guarantee you will collect your money.
