Selling on ebay but not shipping

My friend is in a little mess. I want to know what can be done to help him.

He was selling cell phones on ebay. He would buy them on ebay and then sell them. It got to a point where there were more items sold then bought so he wasn't able to get those phones shipped out. But he kept selling and promising to ship out but didn't. Eventually it came to about $3,000 of payment recieved via paypal that he didn't ship out.

What can the law do to him and also what can he do to fix it up. Currently he is working to add funds to paypal to refund the $3000.
