Senior Property Tax Exemption

My mother is 75 years old and is living in a house that was willed to me by my grandfather but in which she was granted a lifetime estate in the same will. Because she has use of the house, she is required to pay the annual property tax on the house.

She understood that property taxes were "frozen" for senior citizens and that her taxes should no longer increase from year to year. However, the local tax authority is claiming that the exemption does not apply to her, because she is not the true owner of the house.

My question is, "Is my mother entitled to the property tax increase limitation?"What is the name of your state?
