What is the name of your state? pennsylvania

my husband was recently arrested for indecent assault. they found out that the victim was lying and dismissed the case. during the trial they found out that he was on parole from 1997-2001 and once the charges got dismissed, he was held for parole violations of not reporting, change of address and a dirty urine(which he got in jail smoking weed). he has been arrest free until this year and they sentenced him to 12 months prison time for his technical violations. is there a statute of limitations or can he be released. he has never been a violent offender nor is he a threat to the community and they did not let me testify at his parole hearing? can anyone help?
