What is the name of your state? Nevada.When “Churchill county” in Nevada is a defendant in a § 1983 state court action, who is specifically served process under NRAP 4(d)(5)? What would their title, name, and street address be?

I believe you would be better served by following the Nevada Rules of Civil Procedure, instead of the Rules of Appellate Procedure.

In any event, the rule you (mis) cited reads "the chairperson of the board of commissioners, president of the council or trustees, mayor of the city, or other head of the legislative department thereof "
