This is a general type of question, but I have been unsucessful in serving my previous landlord my claim for unreturned security deposit.

I would be hiring a private process server, and was wondering what action the court takes if the landlord refuses to accept/sign the service.

I had to do the same thing. read my complaint back in early Feb. The court issues you a date. If they refuse to accept, I believe you would still go to court and the judge would have that info. Something that might be helpful, I dont know what state you are in, but I got ahold of the Calif civil code 1950 that states in which terms a landlord can hold your money. Check out your civil code and find out. Good luck
