I recently purchased a new townhouse in Virginia from a builder. I received a tax credit from the seller for real estate taxes not yet paid by the seller at settlement. After settlement, I received a notice from the settlement company informing me that I now owe a credit to the seller for pro rated taxes paid by the seller. Am I obligated by law to pay this?

Yes, if there is an amount you recieved that the contract did not entitle you to recieve, the disbursing agent has the right to collect it from you.
