Settlement with mortgage company on easement award

Hi,
The township wanted to build an underground storm pipe through my property 2 years ago. We subsequently settled on the amount for the easement. A year later my mortgage company claimed that they were entitled to a portion of the settlement. I also settled with them and they filed the dismissal with the court.

The settlement clearly says that each party should be responsible for his own expenses/fees on this case. And the lawyer representing the mortgage company told me that they had removed all the legal fees that they put on my account during the period of our dispute.

I subsequently refinanced my mortgage. I realized then that there're still some fees (a few hundred dollars) left on my account.

I requested their lawyer to provide an update, but to no avail. I had to close my refinance 3 weeks after I made the request.

The question is what is the proper procedure for me to file a complaint to the judge overseeing this case to get my money back?
