What is the name of your state? TN

We had sewage damage to our hardwood floors caused by clogged pipes outside of our property lines. The utility company reccommended that we allow a contractor to remove and replace the floors. They hired the contractor and we agreed to have the work done. They issued a check to us for the ammount that the contractor agreed to do the work for. We did not agree at any time that the work was done or that the work was satisfactory. Before they even finished the job, the floors began to buckle. They are completly warped. The contractor will not return calls and the insurance company will not negotiate any further. They accepted a bid that was way under priced. Sould we turn this over to our own homeowners insurance and allow them to work it out or should we hire our own lawyer? This happened 16 months ago and the contractors worked in our home for over 6 months. We have not been able to use our downstairs for most of this time.

Yeah, I know. It is a little rediculous. I just don't know what we should do next. I don't know who to sue or who to call. I don't have any idea of how to proceed.
