I bought a newly constructed home in Georgia about six months ago. About a month ago I noticed water flowing up out of the ground and into my back yard (a lot of it too!). I discovered that it was my fill lines from my septic tank. The builder claims the problems are due to water run-off from my neighbor and is telling me that it's up to me to deal with it. It has just now rained enough to have any water run-off is probably why it hasn't happened before now. Should he still be responsible? If the system can't operate correctly after a rain it is now working correctly at all in my opinion.
