I hope I'm in the right thread..If not can someone direct me ?

In June , during a rainstorm. the sewers in my neighborhood backed up. Most of us were not covered by homeowners because we didn't have sewer back up ins. who knew? I got hit the hardest with over 6 ft of water in my basement my yard and garage were also flooded. I have been financially devastated by this .

The day of the flood the city shut off my power and I had to replace the electrical panels for three units be for it was turned on. I lost both my tenants, my water heater, gas boiler, I also had a household if things for my previous home stored there. and a lot more damage

My question is: Could the city be responsible for at least some of this. they seem to have vaguely admitted to a problem and hurried to fix the drainage problem on the section of the street where there are businesses but have yet to do any repairs around here ..two weeks ago I got another foot of water in my basement

I am disabled an on a limited income .but make just enough I don't qualify for aid ..if i cant refinance my home I will shortly lose everything
