What is the name of your state (only U.S. law)? nj

If some is convicted of 2C:14-38*4, Criminal Sexual Contact 3 counts, would they have to register as a sex offender?

There's no such statute I assume you mean 2C:14-3b. Criminal Sexual Contact of the third degree which is a fourth-degree crime.
It would depend on how old the victim is. If the victim was a minor, he would definitely have to register.
