What is the name of your state? Iowa


If someone is sitting in a public sphere and begins looking at someone's chest and "jacking off," what types of laws are broken? What about if someone just looks at someone and has a moment, thus alarming the other person? Are these things sexual assault or abuse?

You need professional help (perhaps a lawyer, perhaps a shrink). Please keep your questions together in the same thread.

You can't stop people from "looking at you".

Any act that doesn't involve touching you is not SEXUAL ABUSE in Iowa.
Oddly enough, it's not even indecent exposure to jerk off (clothed) in front of another in Iowa by definition. He'd have to whip it out.

You're back to the possible simple harassment and again in Iowa, the prosecution would have to show the conduct is INTENDED to alarm, etc...
