She won't sign his divorce papers!!

I live in Washington State, a no-fault divorce state. His wife has a history of domestic and drug abuse. He served her with legal separation papers that she signed, but she refuses to sign the divorce papers! We're now wanting to get married. Is there a way to get a divorce without her signature in light of her conduct?

Was this for an uncontested or contested divorce?

If she's uncooperative, he will need to file an Order to Show Cause in order to have the judge sign the final decree of divorce.
