A person is attempting to shoplift and is stopped by a clerk. The clerk attempts to detain this person, and in a panic the shoplifter flings open the door, hitting the clerk in the arm causing minor injury. The merchandise is left behind & the shoplifter runs away. Is this shoplifting or robbery? Police want to catch this person and file robbery charges - a Class B felony in Iowa. 25 years mandatory sentence if convicted. Does this sound right or does it seem that they are overzealous? Age 16, no priors.
