What is the name of your state? Wisconsin
Two siblings have joint ownership in a property. One of the siblings wants to sell the property but the other one doesn't. How would the one that wants to sell the property be able to proceed?

Call a real estate lawyer and inquire about "partition lawsuit."
It can be done, but it's not speedy.
