Here's what he's saying to you: "Take me to court and have a judge make me sign."
That's okay. You have a signed agreement which will stand up in court (notary NOT necessary) and the judge will force him to sign the Quit Claim, and to pay all of your attorney's fees and costs. See an attorney tomorrow.
