Slander Employer/co worker

My girlfriend who is currently employed as a police officer at a local hospital was applying to a local city. She had gone through three interviews and everything was going good. She has a few friends who are officers in the city(two of which she works with at the hospital are also sergeants for the city) and they told her she was pretty much hired: that the chief has talked to them and they had to give written statements about her to the chief and her next step was to get sworn in. Then she gets a letter in the mail saying that they are not going to hire her.
So she calls the city and talks with the sergeant(who works at the hospital) who tells her he was shocked when the chief said he wasn't going to hire her. He said the chief had called and talked to an officer at the hospital who said that she doesn't like to do her job , doesn't like to work hard and that she likes to make sure she looks good in her uniform(her response was yea thats because I'm proud to be wearing this uniform). Now i can only go by what I see and she tells me but she is per diem at the hospital and every time they call for her to come in she does(she is working usually 35+hrs a week were as there other per diem's work about 8 hrs).I don't see how someone who has there bachelors degree in criminal justice and has wanted to be in law enforcement her whole life not wanting to do her job. She asks who told him that and he said that he can't tell her at this time. And he says that the chief told him that is the reason she didn't get hired.
Now i guess my question is; there any way legally that she can find out who said that about her? And is the officer the city chief talked to allowed to say those things. And or is the hospital dept. responsible? She does not believe it was her chief or the director, which is above the chief; who the city chief talked to. She has been called into both of there offices numerous times and they told her that she is doing a great job. So it all comes down to this officer has cost her a job.
She is not looking to sue anyone gain money she really just wants to know if she can find out who said it and let her chief know what a fellow officer said and let him deal with it. And also let the city chief know that he made a mistake.
