I live in Washington, DC.

My aunt has been a resident of this apartment building since 1977 and the building NOW she has a new building owner.

The her apartment is falling apart because of the faulty plumbing within the building.

The ceiling in the living room, bath room and bedroom are falling down and braking personal items within the apartment. The heat is still off and she barely gets hot water.

Now, the apartment is being over ran by mice and if I wasn't for the fact that I have given her my cats, the mice would control the her apartment.

I am not sure what she can do legal about the situation because she pays her rent on time each month.

She is now disable and her health is rapidly declining because of the fumes that the leaky walls emits.

Can she sue her landord for the condition of her apartment? What rights does she have to get her apartment into a decent living condition?

The Housing Authority has been there many times, but still nothing besides the apartment's falling apart has happened.

Has she asked the Housing Authority what they suggest? Most places have laws permitting tenants living in out of compliance premises to pay rent in escrow. ALso, ask a local lawyer who does housing work in DC.
