What is the name of your state? PA
Employer maintains coverage for employees under two plans. One for union employees (appx 5-50 depending on work load) and the other for office employees (<10) which includes officer/shareholders. The officers/shareholders control 100% of the stock. Can the office plan be set up so that officers have family coverage and the rest of the office staff have employee coverage? is there a site with information on these items?

Yes, this can be done since officers/non-officers does not constitute a protected class.

Sorry, I"m not aware of any web sites with info on such plans, but especially for such a small business this should not be a DIY project. Talk to your insurance broker or your insurance carrier about it.
