Any help on how to file a small claim in the state of Washington would be appreciated.

The best place to start is by calling the small claims court in the county where you want to file the action. They are very helpful and will tell you what forms you need to file, fees and award limits. These vary from jurisdiction to jurisdiction.

I am NOT an attorney, but I have been to
small claims court in Houston, Texas. My
neighbor came over six feet into my yard
and cut down part of my tree. The tree was healthy until the neighbor cut on it. I lost the case. I was told the JP's are not necessarily attorneys and may rule whatever
way they wish. If you go to small claims court, I hope you have better luck.
