What is the name of your state? HI / n/a

How does one file a small claims case against an online company? The company is Skype, the service I paid for (SkypeIn) doesn't work, and I paid with PayPal.

That is the last time I pay with PayPal! (they are the same company--eBay, and since it comes directly from your bank, there is no way to dispute it with your credit card company)
