What is the name of your state (only U.S. law)? CA
Can a city officer write me a ticket in the unicorporated area that they always refer me to the county police when there is a problem?
I got a vc21453(a) turning right on a red light. He is a city police officer but I was in the unicorporated section. Any advice?

As long as they are in the same county and he observed the violation, yes the officer can cite you in an unincorporated area. As it is not the city's area of primary jurisdiction,they will not take jurisdiction for crime reports, but they can act on public offenses committed in their presence.

A defense based upon a lack of jurisdiction will fail.
