How can online survey groups offer a free gift if you have to complete several of their sponcer offers, which cost money, to recieve the so called free gift?

You don't have to pay the company giving away the gifts. The companies with the offers are paying the gift giver to promote their service/product. The idea is to attract more customers by taking advantage of humans basics thirst for greed.

Beware that a lot of those "offers" are themselves scams. The referring site may even be part of the scam. People who know how to build websites can build more than one and make it look like many different businesses.

If it's too good to be true ... you know how it goes.
