So, I found a beautiful place for sale, right next to a college and probably very pricey, making my first question this;
If I have some unpaid school tuition (I've decided to leave college, but need to pay for my first semester) can I bundle that with a loan to get and renovate this place?
My next question is what are the laws for licensing a cafe in Arizona?

Unless you have excellent credit and a documented source of repayment (your hope for your startup is not a documented source of repayment), a personal loan is going to be nearly impossible.

You should however visit the SBA's website and educate yourself about 7A loans.
