What is the name of your state (only U.S. law)? California (not LA)

The manager mailed tenants copies of the latest documents from the ongoing can-a-landlord-pass-through-the-costs-of-capital-improvements-to-tenants battle. Included were copies of, and responses to, complaints registered with the manager. Some of said complaints and responses had nothing to do with capital improvements. All they did was emphasize the adversarial relationship management has with some tenants. It strikes me as unprofessional on management's part and a possible invasion of privacy.
