What is the name of your state? Missouri

Today I received a phone call from a collection agency regarding a credit card balance of $470 from 1997! This is the first time in eight years I have heard of this debt. I called the credit card company and was told they wrote off the debt in September, 2004. I am amazed as I've never received a bill or a phone call regarding this bill before today. Eight years later, I have no idea what the bill is for. My understanding is that the SOL has run out. I believe that this bill has not shown up on my credit report as I have bought a home and a car in the past two years. Am I legally obligated to pay the collection agency or since the SOL has run out can I send them a cease and desist letter? Please advise.

No, you are not obligated to pay them anything. Its also HIGHLY unlikely that if you haven't paid on this debt since 1997 that the creditor JUST charged-off the account, it just isn't done that way.

Send the collection agency a cease and desist letter telling them never to contact you again as the debt is time-barred per MO statute.

Use this letter:

The statutes you need are on the same site.
