son needs help with visitation

my son and his ex girlfriend has a 2 1/2 year old daughter and he only gets to see her when the mother is in need of a baby sitter. he pays child support. they are both young, he is 20 and she is 21. he would like to get custody of his daughter. what must he do to start this and have little to no cost involved. she almost gave him his daughter about 1 year ago and backed out the day of signing of the papers. she is very much in need of seeing her dad and the mom is still too young in mind to understand the importance of taking proper care of the child. help him please.

It's always best to have an attorney or at least get a consultation with one. If neither are possible I would go to the courthouse and file all the papers there (clerk of court). He can file for custody. After he sees how that goes, if he doesn't get full custody and just gets joint I would go back and file for visitation. Good luck.
