special assessments question

What is the name of your state? Michigan
The village I live in has been attempting to pass a special assessment for a municipal sewer system. The proposal was a combined village, north township, south township system from the start. They used a petition style of vote where the decision is made by acreage instead of a normal poll vote. The estimate given when the petition was sent out was for a combined system. After the petitions were sent out, and many had been returned, they announced that the system could pass in just the village with a 51% vote. There was no mention of this with the petition, and no cost estimate for a village only system sent with the petition. The village gained a 57% yes vote because of 3 major land holders. The north township also passed. The south township was defeated. My questions are as follows: Since this was a combined system and proposal from the start, can they pass the system in the village only, or do they have to use the results from the combined proposal? Second, they have decided to revise the special assessment district to exclude the south township because they voted no. Does this set some legal grounds for others, like myself in the village, who voted no to be excluded as well?

The village also took a 41 acre parcel out of the SAD when they learned that the owner was going to vote no. They also convinced the public school to include their sports field, (around 15 acres) when there is only 1 set of bathrooms. They have been giving major land holders, one has 68 acres, the ability to restrict their property to one hook up, or one assessment. I thought that special assessments contemplated future use.

If an attorney is the only answer, you could have just said that. I was not expecting some magic answer from you, just alternatives if they existed. Like I said, you have "helped" me on other questions, and I had respect for you for them. "Go anywhere" was not an answer I expected from you.

I have read a lot of posts where you did your best to help people. You were one that seemed to have an interest in doing what you could to help. People who come here, usually do so because they do not know where else to turn without the expence of hiring an attorney. Just because somebody might ask a lame question, does not mean it deserves a smart ass answer. Seems to me you have become a bit jaded because people ask lame questions. That is really a loss to this site. I would guess that you were very respected on this site because you gave real answers. I am truely sorry to see that change. I guess your next answer will be go anywher but here...

**A: read this again and please try to understand. This is a legal advice website. I could not give you legal advice because your instant issue was too complex and complicated. So if an attorney, can't help you with your legal issues, who do you think would be able to help you? A doctor, engineer, auto mechanic, school teacher.......?

I guess I thought there were other resources that could be suggested. State agencies,... something. I realize that some questions can only be answered by an attorney, I was hoping there was some other way with this question. I do not have the resources for an attorney, like many on this website. Yes, I was grasping at straws, but when I saw that you had responded, it kinda got my hopes up that you may have known somewhere else I could look for an answer.
