SPEED TRAP ON PRIVATE PROPERTY in WA?

I recently received a speeding ticket while driving on a local boulevard. The police officer was sitting off the side of the road on a privately owned driveway. Is this a legitimate tactic to use in MARYSVILLE, WASHINGTON? Thanks in advance.
